E-bike rebates for Briarcrest and Ridgecrest residents from the Climate Commitment Act

The city of Shoreline will receive a $670,893 grant from the Climate Commitment Act to improve air quality in parts of the Briarcrest and Ridgecrest neighborhoods that are overburdened by air pollution.

The city plans to use the grant to provide 100 e-bike and safety gear rebates to residents living within the neighborhood. Applications who are at or below 80% of the area median income level will be prioritized.
The grants are paid for by the Climate Commitment Act (CCA), Washington's market-based program that caps and reduces greenhouse gas emissions from Washington’s largest polluters. The CCA recently survived an initiative challenge by a wide margin.
Parts of North Seattle and Shoreline were identified as one of 16 Overburdened Communities in Washington with high air pollution rates and a history of socio-economic injustice. The state identified neighborhoods north of NE 145th St, south of NE 165th St, east of 5th Ave NE and west of 25th Ave NE as Overburdened Communities under the definition of the CCA.
Update: I reached out to my friends at Amped Adventures in LFP to ask how many good e-bikes you can buy for $670,893 and got this response:
It depends on the model of bike but a great all around bike with good quality, 2 year warranty, etc, would be aventon level.2 ($1599), or they have the cruiser/comfort model the Pace 500.3 ($1599 that comes with a free second battery right now) adding a rear rack and fenders brings it up to ($1738) Another option that has all the bells and whistles would be an aima santa monica ($1749) and a good helmet is going to be $70-$100. so.....
for the pace 500.3 with rack and fenders - $670,893 / $1738+$80 helmet= ($1,818) - ($2006.33 with sales tax) = 334 bikes
for the level.2 - 670,893 / $1599 +$80 helmet= $1851.94 with sales tax = 362 bikes -
for the aima santa monica - 670893 / $1749 + $80 helmet = $2017.39 including tax = 332 bikes
Update: I reached out to the city of Shoreline to ask why 100 e-bikes would cost $670,893 and received this response:
The City of Shoreline’s grant proposal is to offer an e-bike rebate program in a small, targeted area of Shoreline which was identified by the Department of Ecology as an overburdened community due to its proximity to heavy traffic roadways and diesel exhaust particulate matter emissions.
The City does not have a negotiated grant agreement at this time. Below is our proposed budget for the grant:
$74,714 for salaries and benefits to administer the program
$70,000 for contracts around outreach, workshops, and translation & interpretation services
$2,500 for travel
$500,000 for e-bikes and equipment
$5,000 for e-bike toolkits
The City was awarded $670,893, instead of the requested amount of $697,214.
